I'm not sure it does need to - it'd be straightforward to have one of the existing mods move a technical post from the tech forum to a "school" forum. The posts which deserve it are obvious. That post could then be locked for replies - with all pre-existing replies moved to a separate thread (as with the special car post/reply-thread).
The original author could then edit the original post to add in any expansions/corrections that arise from the peer-review of the discussion thread.
Nothing is required above and beyond what's currently in place, apart from a couple of forums being created - the work of a minute or three.
