Struggling French carmaker PSA Peugeot Citroen has sealed a long-awaited rescue deal that will see its founding family cede control of the company.

China's Dongfeng Motors and the French government will each invest about 800m euros (£660m) in return for 14% stakes.

The quick answer, you buy if from who ever now owns it.

Bear in mind that the register keeper is not necessarily the legal owner, and that getting a V5 in your name doesn't have anything to do with who officially owns the car. Easiest thing is forge a signature on the V5, what, you don't like that? Second easiest would be to apply for a replacement V5 in your name, as if it had been lost, it will cost money but doesn't require any input from the previous keeper. Hardest would be probably what DVLA would tell you to do, current owner signs the V5 and includes a covering letter/proof as to why they've had to sign it.

As far as buying it, you hand over cash to whoever's in current possession of it, and they give you a receipt.

It's simple. I've had this situation twice. Once to enable me to help sell my dad's cars for my mum after he died. The second time was when I bought two Dyanes from a widow. On both occasions the beneficiary of the deceased's estate, (and therefore the legal owner of the cars), sent a letter to the dvla, with the registration documents. In the first case my mum became the new keeper to enable the 3 cars to be sold individually. In the second case I became the new keeper as requested by the widow. She gave me the little green bits of the registration documents that the new keeper normally has and I got the new registration documents in my name within a few weeks. (I think it took about 2 weeks longer than normal).

Welders, how do they work? What it is is that I'm doing some electrolytic rust removal, and the 4amp battery charger isn't man enough for the job. It's a basic type with an ammeter on the front and the thermal overload switch is clicking on and off every 5 seconds or so.
I thought about where I might find a heavy duty transformer and the arc welder came to mind, but measuring the output voltage gave a negligible reading.
It's quite an old machine and very basic, does anybody understand why there's no measurable voltage being put out?
I'll try it in the morning anyway, one of two things will probably happen!

Or as a more sensible plan, can anyone suggest where I might find a heavy duty transformer in the 12-20volt range?
