Steering column Bolt at clamp......
This bolt should pop out ....right ??
Bolt was tight, but is now turning in the clamp but will not come out, even with some hefty taps with a "persuader". Should I hit it harder or just cut it....?

I'm not convinced cutting it is going to help you get it out. Try pulling the column up a smidgen.

Just make sure that the bolt is aligned with the slot on the steering shaft before you try the withdraw it. On refiting pay attention: The screw of the clip connecting the steering wheel and pinion in the engine compartment, has to be completely removed now (not only loosen the screw). When assembling the steering, those screw has to be tightened carefully!!!! The nut is a self locking model and the clip should not be disorted while fixing the nut, which could cause the cracking of the steering column!!!.
