Yep, your hood is shagged.
The rubber "strings" should be firmly attached inside the front bar of the hood (the steel tangs often rust off). The only "poles" which shouldn't be firmly attached to the hood are the U-shaped front bar, which pivots from the shell - yes, if you allow it to go back, it'll clonk you on the back of the head.
With the roof closed, you have two clips which attach to the lugs above the B-pillars. The U-shaped front bar rests neatly on the top of the screen surround and is clipped down. The roof locates to the U-bar with two pins into the front of the bar, and a press-stud on the front handle (attached to the roof) clips onto the bar.
With the roof half-open, the clips stay on the lugs, the roof stays on the bar, and the handle press-studs to the rear of the bar across the bodyshell. The "loose" material is just looped back (and, yes, it flaps at speed)
With the roof full-open, the material is removed from the U-bar, which is clipped back to the screen surround. The material is then rolled (some people go inside-out, others outside-out), the rear passenger "grab handle" straps are unclipped from their forward end, looped around the material on the outside of the body, and clipped to the press-studs on the outside, above the rear window.

BTW - this assumes a "normal" Club-style internal-fastening roof. Some early '80s Specials in the UK had an external-opening, without the U-bar, which clips to the outside of the shell. There's "tags" on the ends of the front bar which clip to longer lugs on the centre of the roof, so it can be secured rolled-up half-open. It's a better way of fastening them half-open, if slower, but worse way of fastening them closed.
