Just found this http://www.lowtechmagazine.com/2008/06/citroen-2cv.html on-line which is mostly inaccurate (as is mostly the case with uneducated journalists). Most of the comments are fairly lame too, but if you read Comment 20 it's quite an interesting read. The one thing that sticks out is the author's statement that the Dutch did a test of emissions with a view of a CO2 type of taxation and found the 2CV (well, the one they tested) fell below 120g/km.
