Because they are exactly the right size for 2cv centres. I'm only going on what I've heard, but Neil posted some pictures a while back of somebody making a set (I think) and a friend of mine en Francais looked into it and came to the same conclusion, that Scenic 2 wheels are the right size.

Not tried it myself, because I have cool wheels already. In a stupid colour.

prices start at 95€ a piece. Minimum order is 2 rims.

No, that's Luján, about 40 miles at west from Buenos Aires. The Cathedral seen in a pic is the main center of pilgrimage in the country (mostly catholic).
