Sounds to me like it was taxed and insured last year when photo was taken and notice placed on car by council to deduce if it was abandoned or not. The fact it was SORNed would lead me to think it was then taken off the road about a year ago and SORNed, probably as a result of the notice.

Here's hoping it get reSORNed shortly and eventually returned to active use.
