If you look closer, you'll see that someone had a go earlier and for some reason pulled the plug. Parked the beast in the backyard some 4 years ago. Agree, should have covered the beast with a large tarp instead of just ignoring it. Well now they pay the price for being ignorant.

I don't know, I kind of prefer to see them sitting in the rain and wind. A few years back I bought a 10K mile from new 1985 2CV that had sat under a tarp for over 10 years. Every single seam in the car was so rotten that all I could do was scrap it, yet basically it looked superficially shiny.
