Lowered onto banded wheels does give a really good look.

the dodgy looking alloys are the front wheels from either smart fourtwos or the lil brabus roadster, and i like the look of them!

I'd wondered about Smart wheels, but isn't the pcd different? I also like the lok of white superlites.

Those three spokes on the blue car are fitted using adaptors because the smart car PCD is indeed different to a 2CV, smart car PCD = 3x112, 2CV PCD = 3x160, shared only with the GS and some old Peugeots.
In answer to the original question, best place for alloys to fit a 2CV is probably ebay.fr or leboncoin.
